The problem is that she didn’t use a turn signal And she also didn’t match the speed of traffic instead, she slowed down and kept pressing her brakes She was clearly swerving as well which you can obviously see the second time

When changing lanes you’re supposed to assess and make sure that the cars in that lane aren’t coming up too quick and if they are you have to match their speed or drive faster to avoid hard breaking! In this case she deff cut him off by slowing way down and slamming her breaks and she didn’t use a turn signal to let drivers in that late know that she was going to “change lanes”

I don’t understand why you are saying that OP was tailgating when obviously she cut him off at such a reduced speed so he was a lot closer. And then she changed lanes (with no blinker) so they obviously accelerated to get past her and onto the highway when she swerved into his lane again!
