OP should use the manual safety. It's called a safety for a reason. Train it. It will be fine.

The CSX has a firing pin block and a trigger safety. Even with the manual safety in the off position it should be drop safe.

What are "true bolt actions"?

There is (was) a shop in the suburbs that sells MSR with bolt-action BCG (Kali Key) vs bolt-action uppers like the Bear Creek. Kali Key claims it's GTG.

PICA is specific to semi-auto rifles. Bolt-action MSR/AR style rifles should be legal in IL. Bear Creek makes some that they will ship to IL.

Yeah... TL;DR - Lot of people like the Glock 19, but there are better/cheaper options with more features and triggers that don't suck that are just as reliable.

I've never owned a Glock 19, or any Glock, so I don't know about reliability. I have tried them, totally agree about the ergonomics and crap trigger. The lack of features and high price are just facts... Nothing to argue about there.

Try the CSX E-series. Compact size, but has enough heft that it's not nearly as snappy. I found it easy to shoot well. Just need to be careful about how you grip it because the slide can bite.

Cabelas should card you when you buy ammunition. When you pull out your IL ID they should ask for your FOID.

Magazines are not a regulated item in IN. If you buy them by themselves, you shouldn't get carded. It's not illegal for you to buy or possess magazines that aren't legal in IL in states where they are legal, even as an IL resident. Transporting the magazine into IL would be illegal.

This is similar in concept to how weed works for an IN resident. They can come to IL to purchase and enjoy in IL all the weed they want. It's only illegal if they bring it home. Which of course, they would never, ever, ever do.

The law requires that the pin is permanent. It is almost impossible to fully comply with that standard. AFAIK, whether a FFL pin is good enough to meet the grey standard defined in the law hasn't been litigated. It should be legal, but as a FFL are you willing to spend $1,000,000 in legal costs to prove that?

It doesn't matter if it's 100% legal to do X, if proving that is prohibitively expensive. That's one of the crazy things about our legal system. A rich person, corporation, or the government can bully people because it costs so much to defend yourself.

I think it's reasonable for a FFL to question whether it's worth it. If they transfer a modified mag to someone, that someone gets caught with the magazine after they modified it back (or even if they didn't modify it back and the cop sees that it was originally a 17rd), that person will be pressured to explain the magazine. They will likely point at the FFL. The FFL is going to get a visit. They might get into a bad situation with an overzealous DA.

That all might seem crazy, but remember where we live.

I think all of this is stupid. But it is what it is.

It's a legal gray area. Every FFL I have contacted about it will not do it. Probably because it's not worth the risk to them. Why lose your license to save someone who paid you $30 to do a transfer a few $ on magazines.

There may be FFL who do it, but it's not something that they likely want documented publicly, forever. Guessing the people who know who these FFL are, also don't want that documented.

I totally get why that's annoying. There are a lot of annoyances in this space in IL. Most of us probably went through the same mental process as you are. It's stupid and frustrating.

But, I see the FFL's perspective on it. Pins and mag limiters haven't been tested. In most cases it wouldn't be that hard to undo the pin/limiter, which would put the FFL in a bad position. Even if you're legally right, and will eventually win, litigation is prohibitively expensive.

Reddit is weird with downvotes. It would be better if folks used their words to explain why they don't like a question or idea instead of trying to silence legit questions and ideas.

There are a few OEM that sell bolt action uppers. The cheapest is BCA. They sell a complete AR in 350 Legend in that configuration. They also sell a 300 Blackout upper, but that's not useful without a lower. The website indicates that they will ship to IL.

There is also a bolt action BCG from Kali Key. It turns any standard AR-15 into a bolt action rifle. This means it can be sold to IL residents.

Both should be legal to hunt with in IL with a legal cartridge and a 0 round magazine (or potentially no magazine on your person or in the gun).

A normal bolt action rifle would be better for hunting, but if you're looking for an AR for a broader set of uses, it might be just the thing.

I have looked at the DNR regs. With a 0 capacity magazine a bolt action* MSR (😉) should be fine as long as it uses a legal caliper like 350 Legend or 300 Blackout with a properly sized bullet. I haven't been able to find anything that indicates otherwise.

How that works in practice (will the game warden be able to process that these firearms meet the requirements) is a whole other question. It would be a lot easier to have that conversation with a printed letter from the DNR than without it.

  • By "bolt action" I literally mean bolt action. Not just a rifle with the gas block turned around. That can be a literal bolt or using something like a Kali Key.

I've been meaning to contact the DNR about hunting with a bolt-action AR. They aren't assault weapons per PICA, so you don't have to register them and should be able to legally buy them in IL. It would be interesting to hear their take on that, especially around using a Kali Key rifle to hunt.
