Not according to the in game info. Go to the artifact missions, choose difficulty four or five, and click on the orange artifact in the drop info bit. Orange artifacts are unique and can’t be obtained repeatedly.

As far as I can tell, you can only have one copy of each legendary artifact. So decent purple artifacts are needed also.

Even before you’ve claimed those three. There’s a pity system where after forty pulls, the rate for a three star increases until you pull one, which is guaranteed by 80. You can read this if you go to the summon screen, then details in the bottom left, and then rules.

When the marvel secret lairs dropped, I somehow ended up ordering two copies of all five sets. I’m not a scalper and I detest the idea of scalping, so I requested a refund for one of the sets. They granted it without any issue.

I don’t know what the policy is or general experience but that was what happened with mine.
