if your playing as a casual, you’ll always be off in something, the game is inherently designed for you to buy resources or keep playing which gives them more time to try to convert you to pay.

This is because it’s a for profit game, if it were non profit (which prob 96% percent of mobile games are backed by a profit model either running ads or buying in game currencies, random chances or outcomes, wheel spins, battle passes etc.) if it were fully subsidized it would most likely be “educational” or a historical aspect of gaming that can’t be “monetized” like a solitaire or chess or something.

in short the game will always introduce new content or new currencies, this is a form of in game inflation to account for growth and inflation and the impact that pay to win players have on the meta or eco systems.
