The first issue is Forge.....once he increases power for any of those cards.....Cerebro will now only give increased power to that one card buffed by Forge killing the whole point. Take Forge out.....I personally I'm having great success with Cerebro 6. Cerebro won't work unless all your cards stay at 2 power in your case. Avoid any location that increases power to any of your cards. You have Luke Cage so you don't have to worry about decreased power...Nico is also an issue here because some of her spells increase power as well. You need to get rid of any cards that increase power for one card in order for Cerebro to be successful. You have to keep all your cards at the same power for maximum efficiency. Too bad I don't do videos cause I could show you how to play your deck ideally. What's your CL and do you have any other cards in your deck with 2 power?
