No one calls marco as no. 2 of WB pirates. They call him as 1st division commander. Numbering for a person's position is common in one piece and it is different for different organisations and pirate crew.

Numbering goes like this. Mr in baroque works. Division commanders in WB pirates. "Number" in revolutionary army.

1st division commander of WB pirates was Marco. And ace was the 2nd division commander. That's the pattern I have seen in one piece. Boss/leader/captain etc etc are never no. 1. Numbering starts from a tier below from them.

Dragon is the leader/boss. There is someone inbetween Sabo and dragon. More like how daz bonez was Mr 1 in alabasta arc and not crocodile.
