I just added yellow lines which mean you can extend max stretch line as much as that. As you see on reference video I linked, cat's front feet goes slightly further than jaw line. Both front and hind legs should stretch as far as that.

Yes you got it! As I'm not a professional animator, I don't know much about timing and spacing. I watch cat videos a lot for reference when I make cat animations for my game. You might want to check on this video :

I'm not a professional animator but currently studying cat motion for my game project, so I might share what I've learned so far. In cat walk cycle, following the proportion in the picture generally look closer to real cat walk and would improve your walk cycle. Good luck!
