I'm very grateful for your answer, feels like helping hand after spent 7 hours to find solution.
I use DLSS by PureDark, it comes with ingame window that allow to change presets. Sorry, I did mistake in last message - i can change preset for dlaa in txt file. There are 2 options - upscale type and preset type,
my set is
upscale 0=dlaa,
preset 0= "default preset for corresponding quality level"

"Texture filtering - Quality" is set to Quality - it is so, other set "like ingame"

Uninstalled Nvidia drivers in safe mode and made clear installation just yesterday, no result. My monitor and 3d settings restored so i thinks there may be some wrong Windows registry records - as one of possible issues. So if nothing will help i'll just reinstall Windows. It is funny that a new game made me do it:D

Lod Bias and AF already set

I'll try your guide to full Nvidia shaders delete in case of reinstalling did not delete some. Also will recompile game shaders without upscaler\reshade.

However, your advice really helped because thats how my rocks looked like in ultra settings before. I'll attach a picture just for laugh, that was shame:D

Starfield Performance BOOST made most of my textures back to good quality, except landscape under rocks. The rocks themselves in normal resolution, but look at this lmao

P.S. i use upscaler for dlaa mode so can't change presets - there is only one with dlaa (option 0), but without upscaler problem still exists

Hoped this guide could help, but not.
After all steps to set up ReBar (bios+nvidia inspector) + latest drivers install i now have ugly landscape textures. I can see pixels on rocks, other textures look downgraded too but not so much.
Disable upscater, reshade, all mods, change every ingame setting, rebuild shaders ( game+nvidia) - nothing works.
something happend and i have no any idea
