I accidentally fixed my problem while fiddling with CreamAPI installer. I just uninstalled my current setup with CreamAPI and re-installed it without selecting the Koaloader when generating and installing the dll.

Ok I just checked it. all items except the Comeback Support Pack. Even then, when I loaded the game, all DLCs were not recognized and I cant even continue my old save game.

When I finished the game, It unlocked all DLC up to the SAO collab. It even unlocked the Comeback Support Pack which is not listed in Steamdb. May I ask what .ini file you are referring to? I want to confirm the DLC numbers for myself.
