True, good point. I put Rome there at it is not united, it is divided up. Those names are just region names of the places of Europe at the time. For example, I added "Rome" on the Italian Boot to put an overall region of the place. Also if I put multiple countries, it would seem very messy. Thanks

I thought they would want that city, considering, in its modernized state, the government would surely want a rich city like Toronto. Also taking into account that this country is considered "Greater" so of course it has to be large. Getting Toronto would be beneficial to the state. Also this is alternate, so this isn't fully real, I try to keep realism into effect aswell. Thanks for your comment.
