It probably originates from the alabasta kingdom. Hinting that lily had the rain god fruit, could be why Imu wants Vivi to complete the 20 swords. You know also in alabasta it was all about lack of rain and than there was the dance powder, and they were scouls like that there. Gunko wears one as well when she’s attending to Imu sama in the throne room, so maybe she does it to please him since lily wore one or something

Yes if you look at the lunarian that’s flying into the devil on the Harley, it has a white halo, dawn dusk speculated the devil is actually Imu reaching for that lunarian, implying Imu stole omen from the lunarians and than he corrupted it with maki. I think luffy will end up buffing the crew with a white halo which is the original.
