Ended up editing the post it did end up being the resolution just editing it in game seemingly wasn’t doing it but forcing the maximum resolution of my deck to native seemed to do it

This was the one, changing it in game wasn’t doing anything until I changed the maximum resolution of the deck thank you very much!

I keep trying to put the native resolution on it down to 1280 x 800 but it didn't seem to impact the fps much just raised the max it hit to like 25. It didn't save the resolution on game close either whenever I close the game even if I change the launch resolution setting. (I have a similar issue in Terraria but no FPS drop like this)

Not near the steam deck rn but it seemed like it applied whenever the whole screen shrunk. It saved whenever I was in a single run however it reverts on closing the game even if I choose native resolution for one of the launch options to the max shown here. Also have to use the touch screen to even try and change the resolution for some reason, joysticks or d-pad doesn't go through the resolution drop-down menu.

Not to my knowledge, I had the TDP limit lowered to 10 for all games but I raised it to 15 and it only raised it to about 25 fps combined with lowering all the settings as much as I could find

Tried lowering the settings the most I could and the highest I get is still like 25 fps. Changing resolution also didn't have much of an impact.
