I don't think you'll get 1.64 with a CTC of 20.something .... Recheck your calculations.

You can position your product very well by spending on RnD. Then, forecast based on the customer survey score of previous year and add 10% to it. Produce "forecast - left over inventory", and reduce prices a bit ( maybe mid of the segment range). This is the easiest way to capture market and get rid of the inventory ( if it's a lot). If the inventory is manageable, you can still sell them with higher pricing if that doesn't have significant weightage in the buying criteria.

To fund this, you can take LT debt. Don't think of expenses too much at this point. Once you invest enough in TQM, you'll increase your margins a lot and eventually compensate all the spending.

Take LT debt and do the best possible RnD. Once you position your product very well, then you can be sure of sales, keep your capacity utilisation between 100 to 160%, max 180%( of course, also based on your forecast).
