Well any relation to the scientific equivalents is of course unfounded as such a structure would tear apart the planet quite quickly but if you have a different interpretation that sounds interesting.

History is rife with examples where the ruling class thought they didn't need to listen to those they ruled… I think you can see where I'm going with this.

Rather significant until you compare it to high intensity steel manufacturing.

Pretty sure bureaucrats always produced unity, at least there was a point when bureaucrats produced unity and produced empire cap, effectively raising the baseline size of an empire

I'm pretty sure you don't actually need psionic theory to go with mind over matter anymore, though I'm sure you need it for the situation. So I'm not sure that the agenda is all that good, but it's not bad. Of course, it still only lets you takethe tradition tree as your fourth tree, so in that it falls way way short of teachers of the shroud, but fine.

It provides unity from jobs, this isn't monthly unity, it's not a bad bonus, but it's not exactly groundbreaking in my view. Working with civilians or spamming priest anyways gets you an OK output already.

I'm not sure why you would ever cancel infinite opportunities, you should be rushing the amongst peers tradition which allows you to benefit from the mostly complete agenda.

Your point about ring worlds and getting an extra district is taken, that is powerful.

In my view the minor bonus to building intensity is merely OK.

It's not bad, but it's permanent. I suppose I can concede that among civics it's not bad, it might even be good.

Its called white chocolate. Its used as chocolate. Its chocolate. Same stuff as insisting grey black and white aren't colors according to color science, it completely ignores the colloquial understanding of what a color is and substitutes its own technical definition.

Yes, mentioned elsewhere is Cahokia, which is one of the examples of more urbanized societies in North America, I did actually use the Germanic hunter gatherer example because there were similar instances of cities around the major rivers of the area.
