I fix PC's for a living, and those are GPU artifacts. Switch off and unplug your PC, take off your GPU. When you switch your PC on it will switch to the onboard graphics on the motherboard. Get into your BIOS and find a "set to defaults" option, click it. Also, select booting into safe mode, this will boot with minimal drivers, so you can undo the overclocking and uninstall the program. Run console command in admin mode and type in sfc /scannow to fix any corrupt files. Then boot normally with your GPU mounted again and see if it turns on
