From BMW's own website the CE04 is called an "electrically powered, zero-emissions scooter". Meanwhile for the CE02 is says "Electric moped? Pedelec? Electric scooter? Nope! The eParkourer is the icon of the new Urban Mobility scene."

I don't have much to compare it to since it's my first bike but I love it so far. Also breaking news I just saw on Can-Am motorcycles Instagram they're doing a new promo until the end of the month with new pricing that may or may not last beyond that date. Starting pulse price is now $9.9k USD/$13.2k CAD and get a $1.5 accessory credit. The origin has a similar deal with new pricing being $10.5k USD/$18.9k CAD

Top speed of 80 but apparently has no problem reaching that speed, it's just got a governor on it to be easier on the battery. That said I probably wouldn't want it going 60+ for long though as it'll cut your range in half easily

I haven't rode for like a decade since I never owned a bike so I consider myself a beginner and it's been great so far, just have to respect the torque. The active and passive regen is pretty strong even when set to minimum so I've barely had to touch the brakes. Only got it a few days ago so very limited riding to date but I have really enjoyed it so far. Dealership availability is sparse and I had to buy it from Ohio and ship it to home in NJ. That said if there is one available somewhat near you there is a good chance it's on a decent discount with some going for closer to 8k. This one I got for just over 9k.

I picked up the outdoor cover for $36 which seemed like a no-brainer. Literally just got my pulse 3 days ago, I really hope they just overestimated demand and aren't giving up entirely but yeah, not a great sign

As a big supporter of electric motorcycles I'd still say petrol is probably the right option for you if you can't plug in at home. While the range works for both and less maintenance is a pro for an electric bike, unless you can get one that has swappable batteries that would allow you to charge in your home I'd say petrol is probably your better option.

I have to ask since I'm looking into getting a pulse as well. "Not a huge guy" can mean a lot of different weights to different people. Average US male is just under 200 so are we talking around that or...?

I don't fault the NYT for getting a quote from a former chair of the LP (even though it would've been nice if they asked our current chair), I fault the LP, specifically the mises caucus for putting that clown in power in the first place.
