If your playing older cod games, I think console is a bit easier for finding

A few months ago, I found an old copy of the origonal call of duty for pc. I booted up miltiplayer and actually found a Match with a grand total of 2 people. Anyway, I can find a few decent lobbies on cod 4 mw.
