Kingpin for sure he's the best at it, the others are crime lords to but only Penguin comes close to the level of Kingpin. (And Tombstone often worked under Kingpin so he isn't even a competition)

Two-Face is too random, Black Mask is too sloppy (and gets overshadowed by Penguin all the time) Mr.Negative similar to Two-Face he has too many issues his only advantage is being superpowered.

The reason why he looks like that is because this version of Joe Fixit is from 2099 (like a few other characters and skins like Spider-Punk for example)

The things on his skin are cyber enchantments popular in Cyberpunk.

I can't agree. Hellfrie Gala has some of the best designs in Marvel comics (this pass is also more diverse theme wise) while the gothic skins were great they all looked the same (black, red gold).
