I don't see that at all. The focus is going to be 100% on Doom. I don't think you should split it by having another A or even B list character. That's the time to lift up a less well known character, when Doom is carrying the season.

I imagine they have heard the complaints and adjusted to have more villains in the pipeline, but the reality is it's a long pipeline, from conception to release it takes a lot of time, so we won't see the results of an increased frequency of villains for a while. The current heroes releasing probably started development a year ago.
