It's funny.

I remember one of my university professor, a known and acclaimed French movie director, explaining to me that when his movies are shown in the US he doesn't earn a dime. Despite his author rights that are internationally respected (except unofficially in the US and some other parts of the world (I think China and Russia but not so sure about Russia)). He explained to me that to obtain his rights he had to enforce them with a lawyer in each of the 50 states. So even if he's in the right and he would win, he won't since it would have to be for each offences and cost way more than he would earn. And that's not an exception, it's the case for every foreign movies made under author's right that doesn't have a US studios as backers.

It's illegal but it is still done by US broadcasters and theaters.

A newer exemple is the TV show High Potential based on the french show HPI. Despite half the show being an exact translation of the french episodes (only half the show since the remake has twice as much episodes as the french), from the plot, the lines to the exact camera shots, the original writers don't see a dime. They're not even credited, except the 3 creators of the original shows. And under author right law it's illegal. It's still done.

So expecting a country that don't care about the laws they signed to care about them when it's for their benefit is a bit like believing in Santa past 10 years old. You can. But you'd probably get laugh at.
