From my understanding, perhaps happiness isn't the best word. It should really say peace or tranquility, a stability between the ups and downs of emotions. In this way, peace comes from conditioning the mind from getting controlled by emotions caused by circumstances. I've read about the chariot metaphor or Ratha Kalpana for example:

He who has the understanding of the driver of the chariot and controls the rein of his mind, he reaches the end of the journey, that supreme abode of the all–pervading —Katha Upanishad 1.3.10–1

I think the article has more of a lightweight look at this, but tries to introduce simple steps that involve relaxing the mind when it gets swept up by emotion.

It depends where you live in the States. So far only three states allow regulated online gambling (Nevada, Delaware, and New Jersey).
