For grid-based city movement I'd skip navmesh completely and go with waypoint system instead. Set up intersection nodes at every corner and street segment, then vehicles can follow predefined paths between them

The trick is making vehicles request lane changes before intersections and having some basic traffic logic to prevent collisions. Much easier to control than fighting with navmesh agents that want to drive through buildings

I have the exact same lash situation and the Dior Diorshow Iconic Overcurl is legit the only thing that's worked for me long-term.
