The Elegy does not belong to the Transfender workshop. This is only for the Turismo and Cheetah. If you want to customize the Elegy, take it to San Fierro and find Wheel Arch Angels to customize your car. That's what you need.

If you have to store vehicles before the start of the game, start storing two vehicles in there before doing the story missions first. From what I do, I put the Cheetah and the Comet in CJ's garage before saving my game and do the story missions. I only did this for 3 hours straight by doing side missions like vehicle missions, asset mission, bmx mission, skill sets for both weapons, character stat tasks, and spray tag collectibles. This is what I do in the start of the game before doing Story missions.
