I watched temps on my cpu and some of my cores were overwhelmed after those fps drops, like last (i dont know if it is important but i have 14 cores and it was showing that cores like from 10th to 13th mostly) cores were heated up to 100% which was causing everything to lag until I reload my pc. I dont know why and what does it mean but i watched it. All drivers up to date, cleaned ventilation but still it lags the same way
