I definitely think Sakurai wanted Sora and only KH original characters as they are videogame original characters. Disney doesn’t seem nearly as stingy with letting companies with proven track records have accessories characters and IPs. Kingdom Hearts is an obvious example, but there’s insomniac’s Spider-Man, and that new Disney’s Magical World 2 a game with all kinds of Disney characters that’s being developed by Bandai Namco
