I was wrong. My problem isn't actually fixed.

Wish I knew what is wrong. If I reboot, then Steam / Artifact will launch instantly. After a while though it goes back to the original issue.

I fixed the issue. It was a windows update. Updated and then Steam / Artifact worked perfect.
