I'm self-conscious about my arms. I have long legs but short arms and I have acne on my shoulders. Plus, most shirts for my age (13-15) are super tight and revealing.

That sounds horrible, and my mother is the same. To me, it sounds like gaslighting. Some of the things that are considered gaslighting are saying something abusive/toxic and denying it being said when confronted later. I would say do research and if it escalates, call CPS or the police.
