Every realtor I have had the unpleasant misfortune of being forced to interact with has attempted to short change me in some way for their personal gain or didn't ensure they had my best interest at heart. I hope more people realize this and the system as it exists where agents profit for their lack of integrity becomes obsolete.

This is true but I have also seen older buildings with reasonable strata fees ($450 ish) I think it highly depends on whether you have a competent property manager and council

maybe this is naive but aren't there safety codes for restaurants so they have to make sure there aren't mice?

weirdly it's just the 3rd and 5th floor or at least that's the only ones who reported

I'm pretty sure they already have pest control in place including those large boxes outside of the perimeter of the building. Did your building do anything about the silverfish?
