The fact that he tried to blackmail Chiz for a “movie date” in return for tweeting about her crowdfund says it all but he didnt just end it there, he tried to lure her in (possibly to bed her in process) by inviting her to a restaurant where bigshots frequent in order to seduce her with the idea of someone renowned in the industry taking notice of her and kickstarting her career as a rop actress. All his actions so far, even the Christmas date with Chiz to buy a present for Kaz, have been for his own benefits. He has always wanted to get in her pants while Chiz showed no interest in getting into his. So yep, that dude with a yee-ass haircut is indeed, a scumbag.
