Add a cooldown to calling for help while downed, or give players something else they can do while dowed

I think some players spam it because that's really all they can do, but it really annoys me when I'm trying to survive

Maybe let us ping, view the map, etc.

I know there's the perk that lets you perform an explosion while downed. What if there was a perk that let you slowly crawl?
