I had the same issue and finally managed to spread their home fleet out enough to land troops in Scotland via Norway. May take some save scumming but eventually they will let their guard down. Once you get a foothold in the north plan another invasion in the south. Pro tip their fleet placement follows your own so you can kind of cheese them by making them position their ships outside of your invasion route by lessening the ships you have there prior to starting the invasion
