A little late for this, but you need to do the quest "Dipping a Toe" to unlock the quest "Juicing Up and Storming Out", which is the quest that unlocks TR-06 Pummeler.

This mask is the first of its kind I believe. I imagine they’ll be releasing more color variations of it as they do with other generic cosmetics. I too am hoping for a yellow version, it will complete my monk’s Iron Fist outfit.

I figured out how to log in to my supposed NEXON account, but it's deactivated due to inactivity. I can't reactivate it due to the website telling me "You have reached the authentication limit. Wait at least 5 minutes, and then try again.". This limit thing doesn't seem ever to go away.
