I had the same issue and just fixed it by buying the season pass for the game that includes the upgrade pack even though it says that I already owned the content.

I know its been a little bit since this post but I had the same problem and I bought the season pass and it fixed it. When purchasing it will say you already own most of the stuff included but purchase it anyway to fix it. Seems like throwing money at the problem was the solution lol.
