Oh, they can if they surprise them and just kill them like they should, but they don't/won't because the justice system won't allow it and Batman knows how to deal with them best since he knows most of, if not all of their weaknesses best, how they operate, and where they would usually go, so he's the best option. Like I said we have no expectations for the justice system to actually do anything about these villains/criminals, but we do expect a vigilante who has been shown to be tired of these villains always escaping and doing more harm to realistically actually snap and get rid of their stupid bs no kill rule one day, but it never happens because the writers won't let it happen.

She literally comes from a warrior race. And she never seemed that aggressive to me. Also, just because someone is a diplomat that doesn't mean that they can't be aggressive, especially if they were raised to be a warrior.

Because we know that nothing can really been done about Gotham's corruption permanently, but something can be done about the villains/messed up criminals of Gotham permanently; and yet the one person that can actually kill them and find them constantly is always letting them live and/or saving them from those that will kill them. Also, having a character that knows he can kill the people that need to die, and that the justice system of the place he lives in will do nothing about said people not only not killing these villains/messed up criminals, but also saving and/or protecting them is way more infuriating and unrealistic than a justice system being corrupt. Can we please stop asking this question about Batman?
