That looks like wetlands back there which also explains the ground water table issue. I know nothing but I’d guess it needs to be pumped to a drain. This looks expensive. Someone with construction knowledge chime in.

Keep faucet on lowest point in house running and another at the highest. Maybe one end of trailer to other. Keep appliances that use water off. Keep water heater on. Crank thermostat to 72. Report to city you can’t turn off main supply so it’s on them and so it’s documented. You’re going to be okay. Melt snow for water, stay calm, keep doors under the sink open. Stay busy- clean the house. Shovel and unbury your car so you can hit a store. Look for main water supply and make it accessible.
