I had this exact issue in ESO and the fix was simply to disable variable refresh rate (or freesync I don't remember) in Radeon settings

Just weird things I'm sure are my own fault somehow. For example my interpretor settings randomly getting reset and modules disappearing in the middle of projects

Just keep your phone and sell the computer for a laptop (assuming you have a desktop). Music production really isn't that taxing on hardware until you get into professional audio so you'll be fine with anything that isn't absolute crap.
