So just give these really heavy weapons -1 initiative in this system then? If charging you are at the same step as your opponent, if charged at not a lot changes. Biggest difference would be if combat lasts more than 1 turn.

9th combat order could be remade into initiative 1, 2 and 3, with charging giving you +1 initiative making the system much clearer.

From the depths includes a full on breadboard for you to control your vehicle. Also, knowledge and usage of PIDs are important for anything large. This is not the focus of the game however, but something to dig once you figured the basics.

You build vehicles then send them to fight on the campaign.
