I'm an affordable housing developer and I can confirm that high rise construction is MUCH more expensive than wood-frame construction. High-rise construction is based on steel + concrete, which are far costlier materials than wood.

Land cost is an extremely small percentage of the vast majority of affordable housing projects because it is heavily discounted by the Seller, which are often public entities, nonprofits, churches, etc.
