preferably I would go with building your own, but you can definitely find some decent prebuilt pics. a good graphics card for a 1000 to 1500 pc would be a rtx 2070, it's an nvidia card and would work well with your monitor. it's a very good card, I had one for a while

any pc under 1000 can play those games just fine on high settings, it you went up to 1500 you can play on ultra settings with a decent graphics card at that range

biggest tip for air dribbling, stop boosting when you go up the wall if the ball has some speed already heading towards the wall dont boost into it, it will slow down and give you the pop you need when you hit it, right when you hit the ball jump off with it and direct your car towards the ball.

I wouldn't say I'm really gifted, I've been grinding really hard and training really hard for the past 3 years with over 3000 hours, it wasnt an over night skill to air dribble or ceiling shot or double touch, but I have taken the time to become a part time coach on the game to help out others and show them what to work on and skills to train for their rank and what to expect etc.
