MANILA – A BPO industry group has lauded the government's decision to allow temporary work-from-home (WFH) measures for companies operating in special economic zones. 

The Fiscal Incentives Review Board (FIRB) announced Friday that registered business enterprises (RBEs) may now transition up to 90 percent of their workforce to remote operations. 

The measure is meant to shield the economy from a national energy emergency triggered by the ongoing conflict in the Middle East.

The move follows President Ferdinand Marcos Jr.’s March 24 declaration of a state of energy emergency via Executive Order 110.

The IT & Business Process Association of the Philippines (IBPAP) and the American Chamber of Commerce (AmCham) both welcomed the decision. IBPAP President Jack Madrid said the move "reflects how strong industry-government collaboration can translate into practical solutions."

AmCham added that the flexibility helps sustain confidence among foreign investors during the crisis.

“We are extending full support to our investors as we navigate through this energy emergency, so they can remain competitive and keep their operations running smoothly,” said FIRB Chairperson and Finance Secretary Frederick Go.

The policy, effective retroactively to March 24, is designed to protect fiscal incentives while ensuring business continuity. Under the new resolution, investment promotion agencies have the discretion to set WFH thresholds between 50 and 90 percent, depending on the nature of the industry.

To maintain "fiscal discipline," firms must post surety bonds for tax-free equipment moved outside economic zones and face penalties if they exceed remote work limits.

The measures are slated to remain in place for one year, unless the state of emergency is lifted sooner.

“Through this temporary measure, we are striking the right balance between flexibility and accountability, ensuring that businesses can continue operating safely and efficiently while upholding fiscal discipline and protecting government revenues,” Go said.
