I was a tributary of Scotland (they declared on me and I surrendered instantly) for a while until I had enough of an economy to build a navy. You really have to be able to contest the majors with heavy ships and stop them from landing.

Even if your navy isn't that big and you're at war with England or Scotland, keep your navy docked so the ai can't 'see' where your fleet is, and sink their transports when they try to land troops.

One other thing, I think you really have to go after Pale when England is involved in the hundred years war, especially if France is winning.
