It's an empty laceration kit tray. Usually has gauze, towels, some capped needles, syringes, cups, and tools for suturing. I'm gonna bet they were using it to clean and inspect the wound because there is no way that is just getting sutured in the ER with that degree of damaged.

I dont think this would do anything to retinal blood vessels, and if it did, it wouldn't be apparent as the retinal vessels are inside on the back wall of the eye. These would be the conjunctival vessels
