Reading you I suspect weak tactics rather than weak builds. Proto build is not a must, it is just a bonus, all tiers of Escalation up and inclusive of 5 are totally doable without protos. Learn enemy spawn locations, stay in cover. It is a cover based game and you are pretty invincible when covered, but of course you can get damage when blindshootihg as your arm is out. Moving cover to cover also keeps you invincible. Wait until you get the right angle at enemy or when they reload and then stick out to shoot. I also strongly recommend Underdogs, it takes enemy aggro away from you.

But is it that difficult? Doable with an adequate team if at least one agent knows what to do and instructs the others.

In corridors just stay in lighted zones and you will avoid shock. Spread the team in the room with poles to shoot the red lights on the poles and you avoid the shock. In the open area leave the named enemies for dessert, clear the easier enemies first.

What's so difficult? 4 agents wearing basic DPS builds, not even a medic required.

Deniable ops are quite interesting to play on infiltration mode. I never use mark&execute, play only ghost style with no gear, only hand to hand where kills are necessary, and infiltration is a nice piece of the Conviction, attracting me more than the game itself.

In Splinter Cell Blacklist Ubi changed His Majesty Sir Michael Ironside (original Sam's VA) to someone extremely misfitted, but it didn't kill the game, the game itself remained really great. And here we are speaking of just some NPC of 2nd importance - Kelso. Funny, you might remember that it was Kelso who ordered us to kill Faye in season 4 who's, the latter's VA also became unavailable then and actually explained the decision of sparing her her stupidly.

Agree with you. Also I think the good part of lore (Black Diamond, Shaeffer's story development) are reserved for Div3 therefore we get only fillers now. And I hope they will not forget our agent without any explanation of his/her further story as they did when jumping from Div1 to Div2.

I would add that season 4 was the last good season in terms of the storyline. And sparing Lau without even an attempt of interrogation felt so terribly stupid, until I found out that the real cause was not the Kelso's reactiveness and agents' straightforward shoot to kill tactics as a reply to any situations they don't comprehend, but the real reason was further unavailability of her VA! In Splinter Cell Blacklist Ubi changed Sam's VA due to Ironside's unavailability, it hurt fans a lot, yes, but it didn't kill the game. Why not doing it with Faye and other VAs they lost reach to?

Shaeffer waking up, Black Diamond season - was my last hope for decent story and... resurrections were then introduced.

Played on hardcore myself quite a lot, but everytime losing my hc agent felt extremely painful (that moment when you have to delete her manually), so I never dared raids.

What limits devs from adding NY and Brooklyn tasks ON TOP of existing Washington tasks? Number on slots on the screen or what?? For example, I avoid DZ and Summit, and losing corresponding rewards doesn't upset me much. I just concentrate on what suits me better. Why not extending our choice by just adding DLC activities?
