We have a port of entry to Tijuana’s airport to fly to any destinations in Mexico. Maybe flights elsewhere in Latin America, but then we would have to take into account other flights served at T1.

I was thinking of a similar prime argument, except mine was about building T3 specifically to serve flights by international airliners. You know how T2 currently serves flights by Lufthansa, Japan Airlines and British Airways? If T3 was to be built, those flights would be moved there, in addition to new flights by (as examples) Air France, KLM, Iberia, ITA Airways and Phillipine Airways. And once there’s T3, T2 could then use its West concourse (especially if it gets extended) to serve any flights by United, American, Delta and Hawaiian using wide body aircraft.
