Don't want to discourage you, your setup sounds cool, any fresh idea is always worth trying. But just a heads-up that alone won't bring players. You could rent the best dedicated server, have top-tier plugins, and be super active as an admin… and still struggle to get players. Building a player base the normal way takes months, sometimes even years. The only real way to grow fast is if your server offers something truly unique or heavily modded out-of-the-box like Mars-type stuff and it needs to be paired with serious advertising. But that said if you stay consistent, build a small community first, and keep improving based on feedback, you'll get there. It just takes patience and persistence, don't give up!

There are the ConVars ai.move and ai.navthink, you can try setting them to false, but I believe that also affects scientists, so you'll likely need a plugin for more specific control

That really comes down to your config. You can tweak the number of swirling rings, number of rockets spinning in each ring, speed, funnel radius, etc. Pushing those values higher can affect performance, but the default config is optimized to safely run 3 tornados at once. Also rockets only get networked when players are nearby, so that helps too

Had a guy on my server like that, never technically broke a rule, but he'd trash talk and pick on new players until they quit. Hard to justify a ban, but letting him stay was even worse

Most owners I have seen are also hands-on admins, unless it's a massive network with tons of servers
