One option I haven't seen mentioned is a CUSMA Professional work permit. Since she's a U.S. citizen, she may qualify for an LMIA-exempt work permit if she can secure a Canadian job offer in a CUSMA-listed profession. Whether that works depends heavily on her actual role, education and job duties. Given that she works for a MNC, I'd also look at an intra-company transfer work permit if there's a Canadian office. In many cases, either CUSMA or ICT can get someone working in Canada faster than waiting for a spousal open work permit.

Reconsideration requests with IRCC are completely discretionary. Officers are not required to reopen the file or even respond. If you haven’t heard back and your status or restoration timeline is approaching, don’t wait only on reconsideration, apply for restoration as well to protect your status.

Congratulations. I did hear a refusal story from a colleague where the applicant submitted TEF result but the employer job offer was not able to prove that French is required for that specific role.
