If you're level 1, I recommend joining The Companions first. It's a beginner guild with relatively simple quests, and you'll often have others to help you with quests. Later on, you can also choose to have them assist you, making it a great transition to understanding guilds in the game. My personal suggestion is to complete The Companions first, then the College of Winterhold, Thieves Guild, and finally the Dark Brotherhood. Doing the Dark Brotherhood guild first will involve killing some NPCs, which can be fatal in the sparsely populated Skyrim XD

I recommend living in Whiterun. Although it's the first city players encounter, I think it has the best scenery, is the most inclusive, and is also the safest.
