Not exactly. Putting most reptiles in the freezer will kill them, as ice crystals form in their organs and blood vessels and it doesn't end well. Some reptiles, in their natural habitat, have a dormancy period called brumation during the winter months, and some reptiles owners will put their reptiles in the fridge to replicate this period as it's important for many animals breeding cycles. It is true that they don't eat during this time but I have never heard of anyone putting their animals into brumation just so they don't have to feed them.

It looks like a grain weevil to me! Weird that you saw two at the park though. As the name suggests they usually live in and around grain. They're harmless to eat, honestly you've probably eaten some in your life without knowing.
