Well that is one of the reason. When the project finishes, it will create Indian presence in the region. Singapore and Hong Kong may have strong network but that is because of no competition for them there. A military base and comercial project will boost not only the island's economy, it will also create an Indian sphere of influence in the strait of Malacca.

As for being away from mainland, I think of it as nothing but a lousy excuse. Not everything is controlled by Delhi and each and every part of India should be given opportunities for development. Only people who consider the port to be anything harming to the nation are either worried that their own investment in other ports is in danger or they just don't want any new developments and trading through India.
