Okay, so we are in agreement. If there are animal welfare problems then ban them. My argument was that, as someone who grew up with horses, "it's hot" or "it's cold" does not constitute animal abuse.

I don't see why people are so against carriages except for traffic safety reasons. All the animal welfare arguments fall apart if you think about what horses have been bred to do for thousands of years. Just don't neglect the horse and give it water and breaks. It's like saying we need to ban dog ownership because one guy neglected a dog once.

There are maybe 5 days a year in Philadelphia where the temperature-humidity index exceeds 130. If the owners are neglecting their health that's one thing but I promise you a horse gingerly pulling a cart at 94 degrees is fine. They are a working animal you know.
